Someofthiscanbeeasilyexplained.Newwaysoforganizingtheworkplace—allthatre-engineeringanddownsizing—areonlyonecontributiontotheoverallproductivityofaneconomy,whichisdrivenbymanyotherfactorssuchasjointinvestmentinequipmentandmachinery,newtechnology,andinvestmentineducationandtraining.Moreover,mostofthechangesthatcompaniesmakeareintendedtokeepthemprofitable,andthisneednotalwaysmeanincreasingproductivity:switchingtonewmarketsorimprovingqualitycanmatterjustasmuch.
Twootherexplanationsaremorespeculative.First,someofthebusinessrestructuringofrecentyearsmayhavebeenineptlydone.Second,evenifitwaswelldone,itmayhavespreadmuchlesswidelythanpeoplesuppose.
